Ms Renata C. Spinks is the CEO of tech-start-up (CyberSec International); whose mission is to provide boutique cybersecurity advising and consulting services to the public sector.
She previously served as the Assistant Director/Deputy CIO of the Command, Control, Communications, and Computers (C4) Department in the Headquarters Marine Corps Senior Executive Service (2021-2023) and the Nation's first Cyber Technology Officer at Marine Forces Cyberspace Command (MARFORCYBER); (2018-2021).
Her drive to revolutionize cyber, information technology and business transformation is evident in the initiatives she's led to date. As the Asst IT Director/Deputy CIO of IC4, she also served as the Senior Information Security Officer for the US Marine Corps. Her accomplishments span from authorizations, governance, policy, engineering, network modernization, digital transformation, emergent technology adoption and deployment, budget as well as workforce management. Prior to her USMC Senior Executive Service appointment, Ms. Spinks' accomplishments include working with DHS ICE, DOJ, CIA and the ODNI while serving as a criminal research specialist; utilizing forensics and human intelligence to investigate human trafficking and child exploitation as well as innovating in the US Treasury Big Data Analytics Office of Financial Research.
Ms. Spinks holds a BS in Information Systems, a MS in Technology Management, multiple information technology certifications, and is pursuing her Doctorate in Cybersecurity.
Her tenure in the Senior Ranks evolved her as the go-to executive for innovation and earned her the reputation of getting things done with excellence. She leads with a People First mindset.
Ms. Spinks' love for cyber and pattern of excellence progressively elevates her and is evident in her ascension to Senior Executive now turned CEO; at an unprecedented pace.
Some of her decorations include Washington Executive Top Cyber Execs to Watch in 2023; 2023 GRACEHOPPER Tech in Government Award, 2022 Fed100, 2022 Meritalk Cyber Defenders Award, 2021 Leading for Impact Award, State of NC 2021 HBCU Living Legend Award, and 2020 Stars and Stripes Becoming Everything You Are (BEYA) SES of the Year. She is an avid community service STEMINIST, and is one of two founders of a NonProfit Organization --“Rising Footsteps” and gives back to the HBCU community by serving as a Volunteer on the Saint Augustine’s University Council of Advisors.
Ms. Spinks is responsible for thought leadership --shifting the thoughts of others and presenting complex problems in a simplistic manner; garnering support from decision makers to not only consider alternative ways of execution but to adopt them using the blueprint she often set forth while leading the Marines. In this reference, she was key in cloud migration, network modernization and cyber workforce development. She is also known for spearheading thought provocation on the use of automation for not only defensive operations but to also combine automation with artificial intelligence for proactive network posture.. truly shifting from compliance-based checklists to risk-tolerance and network resilient cyber security; supporting zero trust principles with defense in depth posture.
Ms. Spinks led Marines in transformational efforts to leverage the power of cloud computing to improve USMC operational efficiency, increase transparency of costs, divest where possible and enable USMC application and system owner the ability to innovate. She also was the executive sponsor for Defense in the Cloud training which highlighted the use of training credits for all contracting actions whereby newer technologies were procured and/or acquired.
Ms. Spinks achieved success over her career in protecting critical assets and data from cyber threats. She led unprecedented migrations and deployments in use of threat intelligence, defensive operations, vulnerability management, incident response, privacy and information assurance. She is one of the establishing leaders of the Department of Navy (DON) Cyber Readiness; penning the first ever Letter of Reciprocity between US Navy and the USMC. Summarily, she led focusing on continuous monitoring for newer applications while coining the USMC readiness for legacy systems to be based on "incremental monitoring."
While assisting the Office of Financial Research stand up a US Treasury office, Ms. Spinks assisted the Director of IT in building out the IT organization with personnel and expertise focused on leveraging the power of data to respond to research demands, business intelligence data to drive decision makers as well as design for data security, use, storage and management. She excelled in data analytics and business intelligence metric presentation.
Ms. Spinks hones in on her passion for people and ensured workforce planning by analyzing, forecasting, assessing gaps, and determining targeted talent management interventions to ensure the right people - with the right skills are in the right places at the right time with what it is they need to be successful and fulfill mandates and/or strategic objectives. Ms. Spinks has served as mentor to four ascending mentees and prides herself in her executive coaching clients where she shares The Bosslady Network with others so they too can ascend to their greatness.
